The ACP Sciene and Technology (S&T) Programme is an ACP-EU co-orporation programme aimed at supporting ACP countries in formulating and implementing science and technology policies that can lead to sustainable development and poverty reduction through economic growth and progressive integration in the world economy. The specific purpose of the programme is to strengthen the internal science and technology capacity of ACP countries to support research, development and innovation in the ACP region at institutional (administrative and policy making), academic (research and technology) and civil society (business) levels. Western Pacific NARI-EU-ACP S&T Programme To address the problem of inadequate capacity for applied agricultural research, the National Agricultural Research Institute (NARI) of Papua New Guinea, in partnership with the Ministry of Agriculture and Livestock (MAL), Solomon Islands, and the Vanuatu Agricultural Research and Technical Centre (VARTC), Vanuatu, have designed three major capacity-building Actions under the EU funded ACP Science and Technology (S&T) Programme. These Actions, which together constitute the ‘Western Pacific NARI-EU-ACP S&T Programme’, tackle the human resource-related factors (listed above), which are considered responsible for the overall lack of R&D capacity in the region.

Three Actions to be undertaken are:

Action 1: Capacity Building in Core Research-Related Competencies and Networking among Staff of Agricultural Research Institutions in Three Western Pacific Countries

Action 2: Capacity Development for Research Planning, Programming and Implementation in Agricultural R&D Institutions of Western Pacific Countries.

Action 3: Capacity Development in Conservation and Utilisation of Invaluable Plant Genetic Resources in Western Pacific Countries

Over the next three years (2009-2012), NARI in partnership with MAL and VARTC will, through these Actions, organise and provide training in a broad range of research related disciplines to agricultural researchers, research managers, disseminators and farmer innovators in nine agricultural institutions across the three countries. The nine (9) Agricultural Institutions are:

  • Coffee Industry Corporation (CIC)
  • PNG Cocoa Coconut Institute Ltd (PNGCCIL)
  • PNG Women in Agriculture Development Foundation (PNGWiADF)

In Solomon Islands;

  • Ministry of Agriculture and Livestock
  • Kastom Gaden in Solomon Islands

In Vanuatu

  • Vanuatu Agriculture and Research Technical Center (VARTC)
  • Department of Agriculture and Rural Development (DARD)
